EdinburghSketcher: Why the bunting?

I was walking through Stockbridge yesterday when I noticed there was bunting up above the street, I wonder why? It makes for a lovely composition hanging infront of this church, well I thought it was a church but google tells me it is now residential housing. Does anyone know why the bunting hangs in Stockbridge?
(UPDATE: Since posting this sketch on my site a couple of people have suggested it may be left over from Stockfest, which ran towards the end of September. But do tell if you know different)
