Lazio want to add more firepower to their attack and could make a move of around £20million, a figure Rangers would likely entertain.
Morelos has attracted an offer from Qatar which he is understood to not be interested in, while he is being monitored by clubs in France.
The 24-year-old, who has 77 goals in 137 appearances, is back pre-season training with Steven Gerrard’s men and played in the recent friendly with Hamilton Accies.
Meanwhile, Ibrox starlet Kai Kennedy is heading for an exit after talks over a new contract failed to progress.
The 18-year-old is highly regarded at the club, but it is reported his demands are too high for what Rangers are willing to pay.
