Vulnerable adults chained in cellar

Four malnourished, mentally handicapped adults have been found chained to a boiler in a locked basement in Philadephia, police said yesterday.

Officers were investigating a report of squatters in a building on Saturday when they found three men and a woman in a 15ft by 15ft room behind a steel door. A Texan man and two Philadelphia residents were arrested in connection with the incident.
