World News: Cameron says world 'cannot stand by' as Gaddafi attacks

David Cameron has insisted the international community "cannot stand by" while Colonel Muammar Gaddafi "brutalises" Libyans in his counter-offensive against rebels.

As the Libyan dictator's forces began to claw back territory in the country, the Prime Minister warned Britain's allies that "words are not enough".

His comments came at the end of an emergency summit of EU leaders which demanded an end to Mr Gaddafi's rule and said "all necessary options" were on the table.

But the communiqu failed to explicitly threaten a no-fly zone, which Mr Cameron and French president Nicolas Sarkozy have been talking up.

The Prime Minister said the situation for rebel forces was getting "worse, not better" and warned that "horrors" may have been committed by the dictator's forces away from the eyes of the world.

"This man is brutalising his own people and we can't stand by while that happens," he said.

"Clearly every day he goes on brutalising his own people is a bad day for humanity, is a bad day for people in Libya, and we should be standing with those people who want a better future for Libya."
