Homeless estimates use 'flawed' system

THE "flawed" system for counting rough sleepers will be changed, the Government said today after the most recent survey found there were just 464 across the UK.

Housing Minister Grant Shapps said a more realistic system would be put in place as he convened a cross-Whitehall meeting of ministers to discuss the issue.
