Brown's immigration pledge

GORDON Brown today pledged a re-elected Labour government would deliver a "controlled, fair" immigration system to meet British business needs.

By contrast, he claimed Tory plans for an annual cap on non-EU migrants would be arbitrary, unworkable and bad for business.
