It is believed the man, who is from Norway, spent several minutes in the freezing water before being pulled out.
The 39-year-old is thought to have fallen from a boat into Montrose Harbour at 1:30am yesterday.
He was taken to Ninewells hospital in Dundee, where his condition remains critical.
