Spot fines for louts down

THE number of offenders given on-the-spot fines by police for antisocial behaviour has fallen by 16 per cent.

Force figures show that 1045 fines were issued by officers in Lothian and Borders between April and June, compared with 1248 in the previous year.

Officers hand out penalty notices for offences including vandalism, being drunk and incapable, urinating in public and playing loud music.
