Sanctions list offer to divide extremists

The United Nations is considering creating separate terrorism blacklists for al-Qaeda and the Taleban, a political gesture that could spur possible Afghan peace talks.

Peter Wittig, permanent representative of Germany to the UN, said the sanctions panel he chairs will decide in a few weeks whether to divide the list.
