Safety pledge by new rail chief

The new chief executive of Network Rail started work yesterday, pledging to concentrate on safety as well as getting better value for money.

David Higgins, the former chief executive of the Olympic Delivery Authority, who takes over from Iain Coucher, insisted the rail infrastructure firm had been "transformed" in recent years.
