Review of checks on child workers starts

People who wish to work or volunteer with children should be presumed to be safe to do so "unless it can be shown otherwise", a Home Office minister says.

Launching a "thorough review" of the vetting and barring scheme, Lynne Featherstone said the current procedures were "not a proportionate response".
