Bidders were offered the chance to buy ballot papers on the eBay site just 24 hours after postal voting packs were sent out to electors who had requested them.

The Electoral Commission also said it was aware of the incidents. Two postal ballot forms are understood to have been offered for sale yesterday, although eBay has since removed the listings from its site.
