Sacrificial lambs and saviours: the Edinburgh Council leaders of past and future

Donald Anderson

Donald Anderson

Stood down as council leader in 2006 after a seven-year spell in the role. Previously one of the most vocal backers of the tram project, he went on to represent one of the project’s main contractors in its dispute with the council.

Tom Aitchison

Retired in December after a 16-year tenure as chief executive. He shouldered much of the blame for the fiascos at the 1999 and 2007 election counts and many observers believe he should have exerted a firmer grip on the tram project.

Eric Milligan

The former Lord Provost, first elected as a councillor in 1974, enjoyed 13 colourful years in the role until being dramatically ousted after the 2003 elections. Only a fool would write off a return to the role should Labour seize control again next year.

Andrew Holmes

Held the crucial post of director of city development until retiring in 2008 after a controversial period when he oversaw plans to introduce road tolls and revive trams.

Lesley Hinds

The former leader of Edinburgh District Council had the unenviable task of following Eric Milligan in the role of Lord Provost, but confounded critics with an assured performance. Still seen as the most likely alternative to Andrew Burns as the next Labour leader of the council.

Jenny Dawe

Became council leader in 2007, ten years after first being elected. Has pledged that she wants a second stint in the role.

Steve Cardownie

Deputy council leader since 2007, he had a long career as a Labour councillor in the previous regime before dramatically switching to the SNP in 2005 in the run-up to the last elections. Has never been forgiven by many former Labour colleagues. Has been blamed for many SNP spats with Lib Dem coalition partners.

Sue Bruce

Took over as chief executive in January after a turbulent two years overseeing cuts at Aberdeen City Council. Has impressed the business community, particularly after getting personally involved in resolving the tram dispute.

Dave Anderson

Appointed city development director in 2008, just months before the banking crash. Has overseen efforts to steer the council through the downturn.

Tom Buchanan

Seen as Steve Cardownie’s most serious rival to become council leader after May’s elections, mainly due to the respect he has won as economic development leader.

Andrew Burns

Had a bruising spell as transport leader during Labour’s time in charge. Took over as Labour group leader in 2008.
