Mr Moore, who was Scottish Secretary from 2010 to 2013, will take part in Lord Smith of Kelvin’s cross-party talks on a package of enhanced devolution for Holyrood.

The former cabinet minister and Mr Scott, who led the Scottish Lib Dems at the last Holyrood election, will make the case for their party’s plans for a “federal Scotland”.
