Although the details of the bill have yet to be announced, the Scottish Government says ministers will produce “a strategy” to develop Scotland’s “water resource as a tool of economic growth” to create jobs and raise finance.

Another key purpose of the legislation is to use Scotland’s water assets to move towards “a low carbon economy” and improve sustainability.

There is also a commitment to improve the management of drought orders, the control of certain substances in the water environment and the management of septic tanks.

The legislation will “facilitate Scotland’s water resources so as to maximise their value”.

Controversy rating *** - The Scottish Government will face calls to privatise the publicly owned utility from the Conservatives at Holyrood. It could also be accused of failing to clearly spell out its plans for Scottish Water.
