Wrong route

An economist suggests means testing “looks inevitable” as an answer to the cost of concessionary fares. (your report, 12 January). The rational answer is stop paying subsidised bus companies a large percentage of an adult fare for, say, a pensioner.

Because there are empty seats the extra or marginal cost of carrying an additional concessionary passenger is negligible.
