How on earth does a person who has been declared bankrupt (as Tony Caplin was two years ago) become chief operating officer of a quango (your report, 21 April)? And not just any quango – the Public Works Loans Board, which dishes out loans in infrastructure projects.

He is no longer in the role, but the issue is still alive, and when you look at the details normal people have to disclose to even be interviewed for normal jobs, it beggars belief.
