There is no guarantee the Scottish Parliament would get all the money from any sale as the Treasury in London is hard up.
There have been no shortages of reorganisation over the years in providing water services in Scotland, but what is needed is better management.

Hide AdAt the end of the day, consumers pay, and experience with private finance initiatives and all those other too-clever-by-half schemes in the long run cost taxpayers more dearly. We could start saving public money by letting the Scottish Futures Trust go down the drain.
