Responsible youngsters

In Scotland it is legal for 16-year-olds to have consensual sex, to join the armed forces, to get married, even in a same-sex marriage, to bear and raise children, and the SNP wants to give them the right to vote.

Can someone from the SNP explain why these responsible persons need a government-appointed person to oversee them until they are 18?
