Reform or not?

Scottish Conservatives leader Ruth Davidson (Perspective, 23 July) promises constitutional reform but, in almost the same sentence, complains the constitution has been our preoccupation.

So is she actually interested in reform? Or is she saying we’re not to take too close an interest in her proposals?
