Property tax spin

I must be getting terribly cynical, but how convenient for the First Minister to announce that the SNP will now vote on matters relating to English health issues at Westminster, which of course grabs the headlines away from the Budget announcement in the Scottish Parliament, where finance secretary John Swinney announces a change to the land and buildings trans-
action tax (LBTT) rates he only announced last October.

The First Minister obviously studied well under her predecessor, who was a master of spin, but it does not hide the fact 
that the first tax-raising exercise instigated by the Scottish Government is changed within three months of its original 
announcement.

How humiliating.
