I READ one sentence in disbelief in your article on the European Union budget (3 March).That was that the Belgian politician Herman Van Rompuy has been elected for a second time as president of the European Council.

Who elected him? Certainly not one citizen of the European Union. He is in place by political horse trading only. Where is the democracy in that?
