Peter Principle

No-one can doubt that Gordon Brown’s heart was and is in the right place, and for that we should all wish him well.

However, history will also show him to have been a classic victim of the Peter Principle, which explains governing incompetence as often being due to a person being promoted to a level or two above their natural abilities.
