Blah blah another report on patients being abused in a British hospital. Blah blah no members of hospital staff being held accountable for failing to halt abuse despite knowledge. Blah blah “the culture was different then”.

Wrong. The culture was not different then. It was the same then as now where aberrant 
hospital staff are not still not held accountable for failing to protect their patients.
