Opportunity knocks

We are told that a woman in the UK is now typically paid 81p for doing the same work for which a man would receive £1.

If true this represents not only a great injustice but also a major entrepreneurial opportunity. There would clearly be scope for an all-women business to operate with significantly lower labour costs than a conventional one while still paying sufficiently above the going rate to secure the services of top quality staff. Why is this business model not taking off?
