No crime

A judge recently recommended that swearing at a policeman should no longer be regarded as a criminal offence, reasoning it can’t be a crime since people routinely do it.

Should I, therefore, assume that if I am ever stopped for speeding I should remind the kindly traffic officer that everyone does it, so it should not be treated as a criminal offence?
