Modern trolley buses a much better solution
The council would be far better implementing a tram route that has few or no buses (or other alternatives) running along it.
If the council were to get Tram Line Two, which goes a long way off road, up and running then people could see the trams running and then decide if they want more.

Since trams are very expensive and inflexible, why not go for a slightly different mode of transport? The hybrid trolley bus. This would give the best of both worlds.
You wouldn't have to dig up the roads to lay down tracks. Thus very little disruption.
If there is a power cut the hybrid trolley bus would just use its battery or start its engine. This would be a great advantage over the old trolley buses that wouldn't go anywhere if they lost the connection with the overhead cables.
Most importantly this system could be up and running much faster than the trams and would cost far less.
