Meter charge

YOU report (11 October) that Edinburgh city council made £14 million from parking charges in 2010-11. Why is it then, I wonder, that the council claimed that it could not afford £360,000 to convert parking meters to accept five and ten pence coins? To “promote economic vitality” or simply to employ another means to milk motorists?
