Inquiry delay

Wednesday's paper was understandably filled with all the brouhaha caused by the election. But a small "In Brief" caught my attention. The Bloody Sunday report, after many years, is to be held back until after the election. Can anybody explain how such an inquiry took so many years to complete and is reckoned to have cost some £200 million? Methinks the legal profession is on nodding terms with the banking world.
