Half Gaelic

Recently I had occasion to send a letter to a Scottish Government MSP who replied by e-mail letter, half of which was written in Gaelic. I find this strange as surely you would expect in a bilingual country for a reply to be in the language in which I wrote the enquiry: English. To have to repeat an answer in Gaelic as well strikes me as unnecessary and more expensive and time consuming.
