Good behaviour

Misbehaviour by young people – be it truancy, vandalism or consuming alcohol – is evidence of parental neglect of duty. Your report (“Police warn parents they face court for letting children drink at home”, 31 March) points out that such irresponsible drinking can lead to prosecution for “cruelty to persons under 16”.

Most social problems could be addressed by clearly set out behavioural requirements, along with consequences for failure to comply. Much could be achieved in developing personal responsibility by simply incorporating social benefits into contracts by which recipients formally accept specific conditions. In the highlighted case of alcohol consumption by children, withdrawal or reduction of child benefit would be appropriate.

One key to promoting civilised behaviour at all levels is to encourage citizens to appreciate its value by establishing state support as a reward for co-operation, not a basic right.
