Fair questions

Change for England and the rest of the UK is absolutely necessary after this referendum. The West Lothian Question should have been addressed long before now. But when looking at fairness, 
let us also question the 
following:

English-only government ministers having seats in the Cabinet and thus making UK-wide decisions such as on 
education and health?

The House of Lords requires massive modernisation, if not abolition. But surely the anomaly of the Church of England having permanent places in the Lords requires serious consideration. No other church has this privilege, so why the English church?
