He refers to Poland and others getting a delay rather than an exemption, to give them time to bring their economies into shape.
The Swedish economy seems to me to be in better shape than most. Delays are flexible. I agree that a prosperous Scotland within the EU will have to abide by the rules and pay its proper dues.

Hide AdAs in the case of Sweden we may delay adopting the euro until such time (if ever) that it seems in our interest to do so. If I may quote a comment from a Catalan colleague: “Joining the EU and adopting the euro are two different issues, with different rules…”
