Devo power plan already revealed

YOUR editorial (16 March) states that proposals for enhanced powers are “only now being advanced by the pro-UK parties”. That is not correct. The Liberal Democrats produced their proposals in the report of the Campbell Commission two years ago. What a pity you seem to have forgotten.
