Civil service pay

The government was absolutely right to allow the payment of large bonuses to bankers at our state-owned banks in order to dissuade them from resigning and taking up better remunerated employment in foreign climes. Why is the prime minister now risking a similar exodus of our senior civil servants by imposing a freeze on their pay at a time when we most need their experience and wise counsel?
