Cashing out?

More than one city in the United States has gone bankrupt. Reading that the City of Edinburgh Council might be considering borrowing another £80 million over a 30-year period in addition to its current debt repayments on the £776m tram project, one wonders could there be a civic first in Scotland.

It remains to be seen how much revenue the up-and-
running tramline services generate before incurring yet more debts to be paid off.
