Buy-out riddle

Your report (9 February) states that a bid for a "community buy-out" of the Rhubodach Forest has been submitted and ballot of Isle of Bute residents is being carried out to decide if it will go ahead.

However, residents have been assured that they need not contribute towards the 1.4 million cost since 95 per cent will come from the public purse (taxpayers), with the balance from various public grants and loans.

Can someone please explain why this is called a "community buy-out" when the community is not buying it out – all taxpayers will be buying it out? The logic of this process is a mystery.
