Begging blight

I have just returned from a weekend in the capital. What are the police and local authorities doing to counter the number of beggars who seem to park themselves at key points on Princes Street and George Street shouting “please, please” while trying to encourage donations to be deposited in a paper cup?

I would respectfully suggest this is not the image we wish to leave with tourists. During our 30 hours in the city I did not see a policeman in sight on street patrol to tackle this unsightly problem.
