Accident probe

The Glasgow helicopter crash is being investigated, as it should be, by the UK’s Air Accident  Investigation Branch, which is part of the Department for Transport.

I can see nothing in the white paper, “Scotland’s Future”, on  accident investigation, but independence would surely bring about the creation of a separate investigation organisation.

Every country in the world has its own accident investigation authority; there are 205 of them, ranging from the biggest (in the United States, for example) to the smallest (such as in Zimbabwe). Or is this another matter on which “the more things change, the more they stay the same (apparently)”?
