UK tax authorities have held back on sanctions against large multinational companies, while pursuing small businesses and individuals, says a new report.

HM Revenue & Customs has been criticised for not doing enough to tackle the controversy generated by low levels of tax paid to the UK Exchequer by companies such as Starbucks, Amazon and Google by a parliamentary report.
