In exchanges at Prime Minister’s Questions, Mr Miliband said the Prime Minister was charged with “wilful negligence” in hiring former News of the World editor Andy Coulson and then ignoring a series of warnings about the risks surrounding him.

Mr Cameron turned repeatedly to the Leveson Inquiry, insisting that Mr Miliband wanted to re-run the £5 million probe after disagreeing with its conclusions.

Mr Miliband told MPs: “The truth about this is that the charge against the Prime Minister is not one of ignorance, it is wilful negligence.

“At the heart of this scandal are thousands of innocent victims of phone hacking he didn’t stand up for.
