From the archives: BBC and Scotland, 11 April, 1946

DISSATISFACTION with the broadcasting services in Scotland was vigorously expressed in the House of Commons on Tuesday night, when one Labour member went so far as to say that Scotland was treated in this matter as a backward colony with no culture of its own and nothing to contribute of an individual character.

Without using such highly coloured language it can at least be said that Scotland is treated as if she were an English region, though Mr Westwood, the Secretary of State for Scotland, described her last week as a nation. In January, when he made the annual survey of Scottish affairs, which seems now to be an established event in the Scottish political year, Mr Westwood spoke of “letting it be known that Scotland is not a region of England, but that it is a nation with characteristics and a culture of its own”. There is no Scottish Governor on the Board of the BBC.
