From the archive: Orphan homes new act brings fresh responsibility - 19 September, 1949

“As a nation we have lost much of our spiritual life in recent years, and that is having a devastating effect upon the youth of to-day,” said Dr James Kelly chairman of the Orphan Homes of Scotland, Bridge of Weir when he presided on Saturday at the annual meeting.

Dr Kelly said the Homes continued to stand four-square in their work of caring for the orphaned and needy child. The Children’s Act 1948, placed much responsibility on Local Authorities, but the passing months had shown that the State’s increased responsibility for the young had in no way lessened the need for the services and ministry of voluntary institutions such as the Orphan Homes of Scotland. “No Act, however carefully it may be framed, can conjure away the misery and unhappiness of children who from various causes are deprived of their natural home,” said Dr Kelly.
