A MINIMUM level for literacy and numeracy should be agreed and tested at entry to teacher education courses

• The traditional BEd degree should be phased out and be replaced with degrees that combine academic study beyond education with professional studies.

• The professional development of experienced teachers should be guided by a new set of standards developed by GTCS.

• A greater range of teachers' professional development should be accredited with Masters-level credits built into qualifications and a Masters account opened for each teacher

• More rigorous procedures should be established to assure the quality at all stages of teacher education

Students undertaking a teaching qualification be given more information about future job prospects, especially at times when demand for teachers was low.

• A network of "hub schools" should be established for teacher training placements, similar to teaching hospitals for doctors, to ensure consistency in students' experiences.

• Increased quality assurance of all parts of teacher education.

• Selection for entry to initial teacher education programmes should be made more rigorous, drawing on best practice and using a wider set of selection criteria.

• Increased emphasis should be given to ensuring that primary students have sufficient understanding in the subjects they are expected to teach.
