Foulkes backs bid for English devolution in Lords
He was using an oral question in the House of Lords this afternoon to argue for the creation of an English Parliament.
Lord Foulkes said: "I have felt for some time that with devolution for Scotland, Wales and Northern Ireland, there is a democratic deficit in England and a growing resentment that Scottish, Welsh and Northern Irish MPs have a say on English domestic matters."

Hide AdHe said an English Parliament could control most policy areas affecting England and the UK Parliament would continue to deal with foreign affairs, defence, the economy and welfare. Lord Foulkes said he had support for his call not only from fellow Labour peers but also from members of the coalition parties.
Since stepping down as an MSP in May, Lord Foulkes has called for Scotland to be given full fiscal autonomy and also for a referendum on extra tax powers.
