Devolution changes: formal first steps in legislative journey
The committee of six is expected to be convened by former Labour leader Wendy Alexander, right, the driving force behind the Calman Commission, whose recommendations are at the heart of the bill. Other members are former Labour education minister Peter Peacock, Nationalists Tricia Marwick and Brian Adam, ex-Tory leader David McLetchie and Liberal Democrat Robert Brown. They are likely to report back to parliament before next May's elections.
The bill is UK government legislation and was formally laid in the Commons yesterday. A second reading is expected before the end of January. It then goes through the committee stages at Westminster, before MPs vote on the bill in its final form.
The measures will then be devolved in a "staggered" form, with some non-financial aspects done earlier than the income tax overhaul, earmarked for 2015.
