Browne Report: the key recommendations

Tution fees : • No limit on fees charged by universities.

Universities would have to pay a levy on all fees charged above 6,000.

• University would get to keep a diminishing proportion of fees over 6,000.

• Public investment continues to support certain courses.

Student funding:

Students should not have to pay any tuition fees upfront.

• They would begin to repay the cost of their fees when their earnings reach 21,000

• Graduates would then begin to repay loans, with interest charged at cost of borrowing to the government plus inflation.
