The First Minister said that tomorrow she will be announcing the outcome of the weekly review of the levels of protection that apply in each local authority area.

She clarified that she wasn’t going to preempt the results of the review but did outline what they weigh up when considering what levels will apply to each area.

She said: “As ever, our decisions will be based on the trajectory of the virus in each local authority area as well as the need to protect capacity in the NHS. We will also consider the social and economic harms that come from the restrictions.

"We look at the hard indicators in each area but also consider the wider context and, of course, right now part of the wider context means taking account of the upcoming

Christmas period and the challenges that it will inevitably pose."

The First Minister also confirmed that the 11 local authority areas currently in level 4 will move out of that level on Friday as planned.

She continued: “The picture varies from region to region but the national situation is clear and positive. The number of new cases has been falling now for the last few weeks.

"That includes reductions in the 11 local authority areas which are currently in level 4, and we’ve always said that when we applied level 4 to those areas, they would move out of

that level on Friday and I confirm that that remains the case.”
