Wheatley Group has appointed Tom Barclay as its new group ­director of property and development.

He joins Wheatley, the housing, care and property-management group. from Clyde Valley Group, Lanarkshire’s largest affordable housing developer, where he has been chief executive for 11 years.

Wheatley said Barclay is “one of the most respected figures in Scottish social housing”. He is co-chairman of the Scottish Government Joint Housing Policy and Delivery Group, a former chairman of the Royal Institution of Chartered Surveyors and a former board member of the Chartered Institute of Housing. His remit at Wheatley will include overseeing a new-build programme which aims to deliver around 10,000 new homes across central Scotland in the next ten years.

The UK’s largest independent commercial building surveying firm, Malcolm Hollis, has created its first specialist environmental division with the hiring of Anne Johnstone from Ramboll Environ. Johnstone, who joins Malcolm Hollis as a partner, spent 14 years at Ramboll Environ and is currently the vice-chairwoman of the United Kingdom Environmental Law Association.

She will integrate environmental issues in to the wider technical due diligence service offering currently provided by Malcolm Hollis as part of the commercial property ­acquisition and disposal process.

Johnstone, based out of the firm’s Glasgow office with a national remit, said: “When it comes to undertaking due diligence ahead of an acquisition, environmental issues are often left till the last minute, which can create delays in deals proceeding. We are looking to make it part of an integrated approach so that we can really assess and advise on any future legal risks and give proper consideration to aspects such as tenant and stakeholder behaviour or implications on future changes of use.”

Douglas Millar, the business consultancy co-owner, director and trustee, has been appointed as the chairman of the Institute of Directors (IoD) Fife Branch. Meanwhile, Andy Doig, managing director at Arthurstone Management Limited, has taken on the new chairmanship for IoD Tayside. Millar, co-owner of Accelerating Business, based in Dunfermline, succeeds Stephen Westwood from Stephen Westwood Consulting.
