Scotland could buy film production stakes post-Yes

AN independent Scotland could buy a stake in major movie productions to attract more film-makers to the country, a new report has suggested.

Historic epics like Braveheart and Rob Roy have enjoyed global success, but the SNP Government wants to see more films which “portray modern Scotland” like Sunshine on Leith and The Angels’ Share.

Scotland could follow the system in the Isle of Man where the Government provides “equity investment”, according to a report today entitled ‘Support for Film and TV production in an Independent Scotland’.

It could also see loans, and grants offered, subject to compliance with EU state aid rules.

Culture secretary Fiona Hyslop will tell a reception of industry chiefs at Edinburgh Castle tonight that the paper will “inform debate” about how best to boost investment.

“Independence for Scotland would offer the opportunity to make a meaningful change in support for the screen sector, by focusing the world’s attention on our nation and giving power over crucial instruments such as fiscal incentives,” she said today.

The paper sets out options for supporting the sector which are already working across Europe.

“The Scottish Government recognises the huge potential the industry has and is committed to realising this,” Ms Hyslop added.

“Following a vote for independence, we would review the package of support available for the sector within the first term of Parliament.

“Only independence offers the range of powers that can make a difference. None of the proposals for more devolution contain anything that would devolve tax powers relating to screen production.”

Scotland’s stunning scenery has attracted blockbusters like The Dark Knight Rises and Skyfall to film outdoor location shoots here, but it is seldom accompanied by indoor shooting.

Ministers are currently considering proposals to develop and operate a studio complex north of the border.
